2.In a first in India, the Andhra Pradeshgovernment is going to make Digital Prescriptions mandatory for the sale of medicines. 
a.It has developed a system wherein pharmacies can only sell medicines on prescriptions with digital signatures of registered doctors. 
b.Further, the patients have to use a One Time Password on their mobiles, or Aadhaar, for identity verification.

1. India is going to host the 13th session of United Nations' global wildlife summiton migratory species (CMS COP13) in 2020.
a. About CMS COP :
i. The CMS COP [Meeting of the Conference of the Parties to the Convention on the Conservation of Migratory Species], held once in three years, is the only international treaty devoted exclusively to migratory wildlife species.
ii. This summit aims to conserve terrestrial, marine, and avian migratory species on a global level.
2. Burundi On 28th October  became the first country to withdraw from the International Criminal Court (ICC). 
3. French Defence Minister Florence Parly On 28th October  arrived in India for a two-day visit and was accorded with the Guard of Honour.
a. Parly held wide-ranging talks with her Indian counterpart Nirmala Sitharaman to boost defence and security ties between the two countries.

RBI clarifies why linking of Aadhaar with Bank Account is Mandatory
i. The Reserve Bank of India has clarified that linking of Aadhaar to the bank account is mandatory under the Prevention of Money-Laundering (Maintenance of Records) Second Amendment Rules, 2017 published in the Official Gazette on 01st June 2017.
ii. The clarification comes after a section of the media reported while quoting a reply to a Right to Information Act application that linking of bank accounts with Aadhaar is not mandatory.

2. Academics to Get Sabbatical Leave to begin Startups in Kerala
i. Kerala government has given green signal to a proposal of the state Startup Mission (KSUM) to accord sabbatical leave to the faculty members of all colleges who intend to establish startups.

1. Direct Tax Collections in First Half of Current Financial Year rise 15.8 percent

i. The Direct Tax Collections in the first half (April-September) of the current fiscal (2017-18) shows growth of 15.8 percent. According to the Finance Ministry, the provisional figures of Direct Tax collections up to September 2017 show that net collections are at 3.86 lakh crore rupees which is higher than the corresponding period of last year. Net Direct Tax collections represent 39.4 percent of the total budget estimates of Direct Taxes for the financial year 2017-18.
